What is DSC on a marine VHF, and why does an MMSI matter?
Short answer
DSC — Digital Selective Calling — sends a digital distress alert on VHF channel 70 at the press of one button. The alert carries two things: your MMSI, a nine-digit vessel identity, and your position. Without a programmed MMSI the alert is anonymous. Without a GPS feed it has no position.
Nearly every marine VHF sold today has a red plastic flap over a button, and nearly every owner assumes that button is the emergency plan. It can be. But the button is the last step of a setup that has two earlier steps in it, and both of them happen at the dock, months before anything goes wrong.
This is the part nobody sells you, because it isn’t hardware. It’s a nine-digit number and a wire.
What does DSC actually do when you press the button?
It sends a formatted digital distress alert, automatically, on a channel set aside for exactly that. VHF channel 70 (156.525 MHz) is authorized exclusively for distress, safety and calling purposes using digital selective calling — no voice traffic, no chatter, nothing else competing for it.
The alert is a data burst, not a conversation. It repeats until something acknowledges it, which matters more than it sounds: a voice mayday needs somebody holding a microphone, and the moments when you most need to call are the moments when nobody has a free hand.
A 2024 US Coast Guard article puts the requirement plainly. A DSC distress alert needs “only two data inputs to provide search and rescue (SAR) responders information needed to respond quickly and adequately to a vessel in distress: (1) the station’s MMSI number, and (2) the position input”.
Two inputs. Both supplied by the owner, not the manufacturer. That is the whole of this article.
What is an MMSI, and why is the alert useless without one?
An MMSI is the vessel’s identity — nine digits that tell a rescue center who just pressed the button. The Coast Guard defines it as one of the “nine-digit numbers used by maritime digital selective calling (DSC), automatic identification systems (AIS), and certain other equipment to uniquely identify a ship or a coast radio station”.
Registered, that number resolves to a boat: length, description, home port, and a phone number for somebody who knows where you went. Unregistered or never programmed, the alert still transmits and still gets received. It just arrives as an anonymous signal.
This is the same failure mode as an unregistered beacon — see whether EPIRBs need a subscription for the parallel case. The hardware works perfectly and nobody knows who you are.
The Coast Guard is blunt about the consequence: DSC distress calls or AIS identities with out-of-date MMSI registrations or invalid or missing positions “make a resolution of real distress situations versus an inadvertent DSC alert much more difficult”. The same page notes that use of inaccurate MMSIs is a violation of FCC rules.
Where does a US recreational boater get an MMSI?
From an approved organization, if the boat stays domestic — or from the FCC, if it doesn’t. The Coast Guard’s decision matrix routes recreational vessels under 65 feet operating in US waters only to approved issuers, and everyone else to the FCC.
BoatUS states its criteria directly: the vessel must be used for recreation only, not be required by law to carry a radio, be under 65 feet, and “do not communicate with or visit foreign ports (i.e. Canada, Bahamas, Mexico, and the Caribbean).” The number is free to BoatUS members and $25 for non-members — worth stating plainly, because “free MMSI” is repeated a lot and is only half true.
One thing to flag rather than smooth over. The Coast Guard’s own DSC pamphlet still lists Sea Tow among the places to obtain an MMSI, but Sea Tow’s current page says that responsibility has transferred to the United States Power Squadrons. Where a government page and a company’s own page disagree about that company, believe the company and expect the government page to catch up.
Do you need an FCC license as well?
Not for a recreational boat that stays in US waters. The Coast Guard states that an FCC ship station radio license is no longer required for any vessel in US waters using a VHF marine radio, radar or EPIRB that is not required to carry radio equipment. The FCC’s own licensing page describes these as voluntary ships — “ships that are not required by law to carry a radio. Generally, this term applies to recreation or pleasure craft”.
The exception is travel, and it is not a technicality. The FCC states: “If you travel to a foreign port (e.g., Canada, Mexico, Bahamas, British Virgin Islands), a license is required. Additionally, if you travel to a foreign port, you are required to have an operator permit.”
That is US federal law as the FCC and Coast Guard state it. Other countries set their own rules, and this page stops at the border.
Why does the radio still need a GPS feed?
Because the MMSI says who, and only a position source says where. The Coast Guard “urges, in the strongest terms possible, that you take the time to interconnect your GPS and DSC-equipped radio”.
There are two ways to satisfy it. Newer fixed-mount radios have a GPS receiver built in and need nothing. Older ones — and plenty of current budget models — need an NMEA connection from a chartplotter or standalone GPS, which means someone has to actually run and terminate a wire behind the helm. That job gets deferred, and deferred is the same as never.
If you already run a Garmin, Raymarine or Furuno plotter, the position source is sitting right there. Connecting it is an afternoon, once.
A 2023 Coast Guard safety alert followed a commercial fishing vessel casualty in which the DSC-equipped VHF radio was not properly configured with the vessel’s GPS. The master had to broadcast position manually, during the emergency, instead of letting the radio do it.
Which radios have GPS built in, and how many times can you enter the MMSI?
Internal GPS is now common but not universal, and the MMSI is very often a one-shot entry. That second point catches people out, because nothing on the box mentions it.

Cells read “not published” where the manufacturer page or manual we opened carries no such statement — not where a figure was estimated. Note also that GPS and non-GPS variants often share a model name separated by three letters, which is exactly how someone ends up owning the version that needs a wire.
Icom’s UK arm does publish a figure, stating that two attempts at programming the MMSI are allowed and that a qualified dealer must program it after that — but it attributes that limit to Ofcom, the UK regulator, so it is not a US rule and is kept out of the table.
How common is the unprogrammed radio, really?
Common enough that the Coast Guard published numbers on it — though the published numbers are old. A Navigation Center notice states that approximately 90% of VHF DSC distress alerts received by the Coast Guard contain no position information, and approximately 60% carry no registered identity.
Treat those honestly. That notice is dated to the Rescue 21 rollout and shows a last-updated date of 25 February 2014, and the Coast Guard’s 2024 DSC article does not repeat the percentages or publish newer ones. So the direction is well-documented and the current magnitude is not. We would rather say that than quote a fresher-sounding number nobody published.
What hasn’t changed is the fix, and it costs nothing. Register an MMSI, program it once, connect the position source, then send a DSC test call to a station that accepts one and confirm the radio reports success.
